As FIFA holds national football federations responsible for their fans' behaviour inside stadium, the disciplinary committee was considering opening a case.
However, FIFA said it can't bring charges over these German fans as there is no legal or factual element justifying the opening of disciplinary proceedings.
"But we abhor any insulting or discriminatory behaviour and we strongly appeal to all fans, teams and officials to uphold that spirit," a FIFA spokeswoman said.
The match, between the Germans and the Black stars of Ghana ended with a 2 – 2 draw.
